INTERNATIONAL STANDARDS FOR FOREIGN ASSETS AND LIABILITIES STATISTICS

DFI’s assistance on monitoring foreign assets and liabilities of the private sector and commercial banks is consistent with latest international codes and standards, and is integral to countries’ efforts in monitoring international transactions more widely.

The first point of reference is the IMF Balance of Payments Manual 5th Edition (BPM5, 1993) because it provides a comprehensive framework, in harmony with the System of National Accounts and government financial and monetary statistics: http://www.imf.org/external/np/sta/bop/BOPman.pdf

DFI’s recommendations go beyond the above standards by looking at private sector external debt on loan-by-loan basis where this is deemed necessary by a country:

Published in October 2003, this joint IMF/OECD survey of Implementation of Methodological Standards for Direct Investment Update provides information on how 30 OECD countries and 31 additional IMF member countries measure FDI.

Following the publication of Foreign Direct Investment Statistics: How countries measure FDI (2001), a new full SIMSDI survey was launched at the end of 2003 to: identify to what extent member countries follow IMF/OECD recommended best practice; obtain standardised information on country methodology for collecting FDI data; facilitate exchange of information between reporting economies; provide information to users of FDI. The 2003 survey is intended to cover most IMF member countries with more than 120 countries expected to participate.

The IMF General Data Dissemination System (GDDS) provides guidelines for compiling monetary, fiscal, real, and external sector data. It assesses quality with respect to periodicity (frequency of compilation), timeliness (speed of publication after reference period), coverage (line items covered, and detail), and transparency of dissemination.
