HIPC CBP REGIONAL PARTNER ORGANISATIONS

One of the main aims of the HIPC CBP is to hand over the implementation of the programme to regional partner organisations which are owned and run by the HIPC governments themselves. These include BEAC/BCEAO Pôle Regional de Formation en Gestion de la Dette for Francophone Africa, the Centro de Estudios Monetarios Latinoamericanos (CEMLA) for Latin America, the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) for Anglophone Eastern and Southern Africa, and the West African Institute for Financial and Economic Management (WAIFEM) for Anglophone West Africa.

The ultimate aim of this collaboration is, for DRI, as the Technical Partner under this programme, to transfer to the regional partner organisations, the knowledge and skills required to ensure their member countries have national ownership of the HIPC process, and maintain a sustainable debt portfolio while financing long-term development. The CBP has so far consisted of three phases. At the end of phase 1, only 1 regional partner (MEFMI) had been identified. Since then, the CBP and its donors have played important roles in establishing a new regional training centre on debt management for Francophone Africa at the Banque des Etats de l'Afrique Centrale (BEAC), and in assuring member state agreement and donor financing to expand the mandates of the Centro de Estudios Monetarios Latinoamericanos (CEMLA) and the West African Institute for Financial and Economic Management (WAIFEM) into debt management and debt strategy capacity-building.

The situation on transfer is as follows:
